Working under WHO’s Thirteenth General Programme of Work (GPW 13), Outcome 4.3 (Improved financial, human, administrative resources management towards transparency, efficient use of resources and effective delivery of results), the Department of Procurement and Supply Services (SUP) aims to ensure high-quality, consistent and responsive supply services through a collaborative approach to procurement hence supporting an efficient delivery of WHO programmes.The Global Procurement and Logistics Unit (GPL), which is an integral part of SUP and is based at the WHO Global Service Centre (GSC) in Kuala Lumpur, provides a variety of administrative, operational and strategic services to WHO and partner entities related to the procurement and supply of goods and services, with a particular focus on Global Contracting and Procurement, Global Shipping, and Global Processing. The Global Shipping team (SHP) within GPL is responsible and accountable for sourcing and quality controlling cost effective and efficient shipping services, which deliver all internationally purchased and stocked commodities, in support of WHO operations globally.The WHO Dubai Global Logistics Hub, located within the International Humanitarian City, represents the Organization’s largest repository of pre-positioned emergency health kits, medicines, and supplies to support WHO’s preparedness and response to health emergencies supporting over 130 countries across all 6 WHO geographic regions.The HQ Operations Support & Logistics team (OSL) is part of Strategic Health Operations (SHO), division of Emergency Response (WRE), WHO Health Emergencies Programme (WHE). The mission of WHE is to build the capacity of Member States to manage health emergency risks and, when national capacities are overwhelmed, to lead and coordinate the international health response to contain outbreaks and to provide effective relief and recovery to affected populations. The objective of the Strategic Health Operations Department is to ensure the establishment of strong emergency management system at all three levels of the Organization (based on incident management), implementation of operations and services according to agreed standards, and availability of a strong logistics and operational support capacity. The Department prioritizes support to the most vulnerable and low capacity countries.
DESCRIPTION OF DUTIES
Under the direct guidance of the Procurement Officer – Shipping and Logistics, Global Shipping Team Lead, and operational guidance from the Dubai Global Logistics Hub Team Lead, the incumbent is a professional expert in supply chain management with significant knowledge of shipping and logistics, including on rapid deployment and emergency response systems, who oversees primarily outbound movements for commodities stockpiled and in WHO’s Dubai Global Logistics Hub. For this purpose, and upon request by the supervisor, the incumbent engages, coordinates and partners with key emergency supply chain stakeholders within and beyond the organization, to ensure an effective and integrated end-to-end supply chain approach to WHO’s shipping operations.

REMUNERATION
WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 49,254 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 2844 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
