Permitting Engineering – ensure timely and correct submission of project documentation to relevant authorities, ensure approvals received with minimal delay

• Preparation of AutoCAD design drawings and sizing calculations at feasibility stage
• Preparation of Authority Design Approval or preliminary design documents if necessary
• Solar PV applications submission to authorities portal,
• Perform technical checks on the filed OR ensure they are done by the execution team, so that the standard implemented is aligned with the local regulation as well as TotalEnergies Standards
• Detailed review OR preparation if anticipation is necessary
• Coordination with the local authorities in case clarifications are required
• Reviewing Issue for Construction document in coordination with Project Managers / EPCs
• Preparation and maintenance of Project Master Sheets

Design Engineering – ensure Solar PV design is compliant with local authority and Total Solar’s standards

• Make sure HSE standards are well implemented in the projects
• Detailed review to perform at any stage of the project process (preliminary stage / execution / commissioning)
• Review or Perform design and construction drawings in AUTOCAD or any other tools required for this purpose,
• Complete design check of Solar PV system sizing, and optimize it, if possible, for a better production
• Performing site visits and site reports if necessary
• Detailed electricity consumption analysis using PVSyst or SOLARGIS
• Ensuring designs are in alignment with TotalEnergies guidelines & standards
• Development of engineering design packages, checklists and processes to streamline projects

Reporting and transverse

• Update on permitting status to project managers and key account managers
• Communicate the new regulation bills to the technical community
• Communicate and explain the new company standards (trainings) to the technical community
• Carry out preliminary regulatory studies for new countries to open or develop
• Perform a technical Intelligence in the countries we are having activities

The position implies an international openness as the activity is historically UAE / OMAN and is extending to Africa.
A strong attention is required on HSE and quality
This requires opening minded and curious on the new countries’ regulatory framework
The Role is 80% office based 20% site based (technical Visit).
It is important to be an advance user of excel MS Word and email.
The use of AUTOCAD is regular for the design of the Solar Plants
Site surveys / inspection can be required: building / electrical rooms/panels.
Autonomy and initiative spirit is a key factor of success to tackle all the challenges of this job
Design & engineering is fully embedded in the project execution timelines that are always very ambitious which require to have a pragmatic and efficient approach
The Design and engineering Shall accept or reject designs based on compliance to local and company standards. / Company standards
A good communication and coordination with the n+1 manager is necessary

Job dimension
Reporting to Design and permitting manager. Will work in coordination with project managers, and sales team. The design and permitting Engineer is also the point of contact of the local Authortities in the framework of the permitting process. Responsible for the design, standards and local engineering rules compliance, permiting for the distributed generation Solar PV installation projects in the MEA perimeter. Liase with EPC contractors to achieve project outputs from Design and Permitting standpoint. The Design and Permitting Engineer can also be involved with the Technical Sales in the analysis of site conditions and energy consumption, in order to take part to the optimized system design. The design and permitting Engineer work hand in hand with the tech sales team if it’s required from the client to provide a higher level of detail in the commercial offer. On the ground, the Design & Permitting Engineer provides support to Project Manager and Project site engineer on engineering problems and general technical challenges.

Accountabilities
Responsible for the compliance to the local regulations
Responsible for the compliance to TotalEnergies Standards, specification and company rules.
Responsible for leading the permitting process and the relationship with the authorities and with EPCs.
Responsible for doing the feasibility and / or permitting files when required and requested.
Ensure that the design is proposed to the client will be passed by authorities
Take part to the return on experience of the company specification to ensure the Continuous progress of our activities.

Experience:

• 2 years’ experience with Authority approvals for Solar PV projects in Dubai and elsewhere, if possible, Solar PV design, construction, testing and commissioning
• 1-year Solar PV field experience in installation, startup and commissioning
• Strong Knowledge of the permitting steps involved in UAE (Dubai Shams, Abu Dhabi, other Emirates) other experience in Africa would appreciate
• Advanced MS Office (Outlook, Excel, Project, Word, Teams, SharePoint) skills for daily functions
• Knowledge of PVSyst and Helioscope simulation packages
• Strong knowledge of AUTOCAD and any other design /engineering software

Degrees/ Certifications:

• BSc Sustainable and Renewable Energy Engineering or
• BSc Engineer graduated

Soft Skills:

• Good interpersonal skills and interaction with project teams.
• Strong analytical and review skills, problem solving and teamwork.
• Fluent in English, basic French advantageous.
