TEAM is working with its Dubai based client in seeking an Onshore Construction Team Lead for its operations.

Full Description

Control all construction personnel and vendors ensuring compliance with project

timeframes, resourcing commitments and quality delivery of work scopes.

Onshore focal point for all Onshore Construction projects works and responsible

for safe execution of Construction activities.

Responsibilities

Safety

1. Carry out activities in accordance to Health, Safety and Environment (HSE)

Procedures.

2. Support and satisfy the policies, goals, efforts, and programmes of client Health, Safety and Environmental (HSE)

Management System.

3. Participate in and promote the client safety program.

4. Ensure that full assessment of the inherent risks associated with onshore

Operations construction activities is taken and that the necessary measures

and steps are taken to eliminate or mitigate such risks prior to implementation

phases.

5. Participate as an active member of the Onshore Operations Emergency

Response Team as required.

Construction Project Development

1. Take the lead in workpack reviews ensuring that safety and constructability

issues are given full consideration and ensure the quality of content of work

packs; advising on the supervision, manpower and equipment requirements

(both contract and company resource requirements) for each work package

and ensure these are notified in sufficent time to the onshore support team.

2. Work closely with the Human Resources, Contracts and Procurement teams

to facilitate the mobilisation/de-mobilisation of the necessary manpower,

materials and equipment in an efficient manner.

3. Attend constructability reviews with Engineering and Operations to ensure

any issues are identifed early

4. Ensure construction related documentation is complete, transmitted on time,

and activities are closed out.

5. Manage control of changes in scope for authorised approval and ensure

contractor change requests follow the commercial process.

6. Manage the materials requirements for projects to ensure no delays on site

activities. Ensure no excess or waste materials and the disposal of waste is

carried out in line with company processes.

Planning and Reporting

1. Liaise with the onshore Operations engineering and planning team to

develop accurate and realistic implementation and resourcing schedules for

inclusion in Inter Departmental Comment (IDC) workpacks.

2. Manage in conjunction with the planning group accurate planning to

guarantee adequate skills and resources are in place at all times to ensure

that business objectives are achieved.

3. Provide daily/weekly progress updates or technical reports as required by

management.

4. Responsible for all construction plans

Personnel Management

1. Manage competence and training compliance within Construction team

2. Manage performance of personnel within Construction team

3. Contract management of all construction contracts

Experience

1. Minimum 8 years’ experience in oil and gas in construction or operations; of

which 3 years spent in a supervisory position.

2. Thorough understanding of safe systems of work including the permit to work,

isolation procedures, hot work, confined space entry, and risk assessment.

3. Demonstrable experience of multi-discipline oil and gas small projects/

construction in a supervisory role.

Qualifications

Degree / Diploma or equivalent in an Engineering discipline.
