The Role Responsibilities
Strategy
- Advising country management on shaping efficient and resilient balance sheet.
- Support Country ALCO in developing solutions to maintain a strong balance sheet, liquidity and regulatory capital which supports business objectives and complies with Group policy, PRA and local regulatory requirements – along with ALCO Secretarial Work
- Oversight of the UAE balance sheet management ensuring Reporting, monitoring & reviewing structural liquidity & capital risks in line with the Risk Frameworks. Whilst providing leadership and initiative to improve the returns, capital & liquidity metric’s
- Help the Regional Treasury deliver the capital and liquidity agenda across UAE, in addition to
- To build and engage across Finance team and strive to exceed expectation and live SCB values
- Strategic management of the balance sheet aimed at achieving sustained growth, profitability, and solvency.
Business
- Awareness and understanding of the wider business, economic and market environment in which the Group/Country operates
Processes
- Act as the process owner of UAE ALCO pack.
Risk Management
- Awareness of risk limits/MATs in line with the Group’s Capital and Liquidity Risk Type Framework (“RTF”) and regional regulatory requirements
Governance
- Awareness and understanding of the regulatory framework in which the Group/Country operates, and the regulatory requirements and expectations relevant to the role
Regulatory & Business Conduct

Further to this specifically the following need to be covered in each of –
UAE Balance Sheet & Capital Management
- Reporting, monitoring & reviewing structural liquidity & capital risks in line with the Risk Frameworks.
- Contributing to the SCB UAE capital and liquidity agenda, in addition to advising the ALCO on shaping efficient and resilient balance sheets.
- Developing solutions to maintain a strong balance sheet, liquidity, and regulatory capital.
- Ensuring local liquidity & capital regulations are adhered to & keep ALCO updated on the developments
- Ensure the UAE branch always has an updated Recovery Plan
- Ensure the UAE branch always has an updated Balance Sheet Manual
- Ensuring ICAAP document and regulations are updated in line with Group/regulatory guidelines
- Ensuring the Fund transfer pricing (FTP) policy especially One-Bank FTP principles are correctly reflected in Country via ALCO oversight
- Ensuring Group Liquidity Metrics (LCR and NSFR) are always adhered to – including reporting to Group Liquidity team
- Capital adequacy ratio reporting, and related supports as required by UAE Central Bank
- Leading the capital related stress testing work for UAE
- Ensuring regulatory disclosures requirements for capital are adequately addressed
- Advising Business on capital impacts for large exposure regulations in coordination with Regulatory reporting team
- Close liaison with Regulatory reporting team on Central Bank submissions
- Perform the annual ICAAP and other capital related stress test exercise including regulatory stress tests working jointly with Group Treasury
- Prepare reports and findings, including financial information to assist ALCO’s decision making and maintain oversight on production of ALCO pack as well as play the secretarial role for ALCO.
- Report / Monitor the strategic balance sheet measures to ensure adherence to approved limits.
- Assist where required in working groups appointed by ALCO to address strategic issues that impact Balance Sheet, Liquidity and Capital.
- Assist where required with the SCB UAE capital optimisation agenda jointly with Group Treasury
Laws and regulations
- Have and maintain good understanding of applicable laws and regulations pertaining to liquidity, capital, recovery, and resolution planning and ensure that the countries within the region have appropriate controls to remain compliant with them.
- Periodic BS management reporting, reviews, and enhancements.
- Forecasting and Budgeting including for capital adequacy ratio
- Planning and analysing the balance sheet structure, highlighting key areas, and recommending actions to optimize balance sheet composition
Delivering the Group capital and liquidity agenda
- To help set the liquidity and capital framework in line with Group and local requirements
- Assist in policy implementation, interpretation, and guidance in a consistent fashion
- To assist CFO to influence the external debate with regulators to drive the best possible outcome for the industry, relevant geography, and the Group
Control
- Identifying pressure points and emerging challenges in country balance sheets and making sure CFO/Group Treasury is informed and engaged with that in timely manner.
- Help in ensuring that the GT Policies are implemented in a consistent manner across UAE and escalation and communication of non-compliance with policy into Compliance/CFO/governance committees
- Ensure and assist CFO and Group Treasury to discharge their responsibility in line with the risk management framework.
UAE BS: Delivering the Group capital and liquidity agenda
- Have and maintain good understanding of structural liquidity and capital policies and other control requirements.
- Understanding of One Bank FTP policy & framework, LCR, NSFR & BS dynamics and reporting requirements
UAE BS: Control Oversight
- Ensure adherence to structural liquidity and capital limits, authority frameworks and related minimum control standards and mitigants to ensure risk exposures material to the country remain within risk tolerance and risk appetite.
- Identifying pressure points and potential emerging challenges related to structural liquidity and capital limits in country balance sheets.
- Seek appropriate assurance that structural liquidity and capital policies and other control requirements are effectively implemented and monitor ongoing policy compliance.
- Ensure robust process controls are in place in line with the operational risk framework
Projects & Process Improvement Initiatives
- Participate in related change related and other projects and ensure deliverables are completed in a timely manner related to balance sheet management aspects.
- Enhance processes and procedures and mitigate operational risk within reporting process.

- Accounting qualification with strong analytical skills.
- Minimum years of Finance related work experience in banking sector.
- Experience of UAE market and banking regulations is an added advantage
- Ability to drive initiatives and lead where required with a structured and focused approach.
- Minimum Years of experience in balance sheet management activities in financial industry.
