The Health Safety & Environment (HSE) Manager will serve in a key leadership role in Louis Berger Services’, Inc. (LBS) in support of the MNG AOM contract in the KSA (Kingdom of Saudi Arabia). Reporting directly to the LBS Director of Health and Safety, the position will have an emphasis on leading teams in a field environment. Travel of up to 40% in the southeast US may be required.

Your Impact

The HSE Manager shall be responsible for assisting the LBS Service Director in establishing and maintaining a positive and proactive HSE culture throughout the service delivery team, and its subcontractors and suppliers. Duties and responsibilities fall into the following categories, while performing other duties and responsibilities as assigned by management.

The HSE Manager shall be accountable for assisting the LBS Service Director with the following:

• Development, maintenance, and management of the Service Provider’s HSE program specific to the project and consistent with corporate HSE requirements.
• Support the Fire Chief, MNG Safety Officer, USG Safety Officer, and Brigade Aviation Safety Trainer to maintain an MNG Aviation Airfield/Heliport Pre-Accident Plan for use by the Contractor and MNG
• Contribute and collaborate with the MNG and the USG to maintain an Airfield/Heliport Safety Program and provide to USG for review and approval and produce a monthly Safety Program Statistics Report.
• Advise, assist, and coordinate with MNG/USG during incident/accident investigations.
• Serve as a member of the Airfield/Heliport Operations Board(s) and Safety Advisory Council(s) (includes MNG, US Government, and Contractor personnel).
• Participate in the airfield monthly Safety and Standardization council meetings (includes MNG, US Government, and Contractor personnel).
• Develop, update and maintain an Airfield/Heliport Aviation Safety Inspection Checklist and shall perform and document scheduled and periodic safety inspections of MNG Airfield/Heliport and facilities, to include a quarterly exercise of the Airfield/Heliport Pre-Accident Plan.
• Provide required orientations to New Hires, MNG Aviation personnel, US Government, and other Contractors on aviation and ground safety policies and procedures.
• Advise and assist the commander and staff with Safety and Composite Risk Management (CRM) Programs.
  • Draft, implement, and maintain safety policy and procedures.
  • Draft, implement, and maintain safety goals, objectives, and priorities and integrating them into appropriate training guidance and CRM Programs.
  • Draft, develop, recommend, implement, and maintain corrective actions/control options for command selection.
• Alignment and compliance with the Company’s HSE policies and procedures.
• Ongoing compliance with the approved HSE Program.
• Identification, development, review, and enforcement of safe work practices.
• Management of the Service Provider training program.
• Reporting on leading and lagging indicator performance, incidents in real time, and investigation findings.
• Ensure the proper use of safety equipment and personal protective equipment.
• Other such activities as may be required by LBS to maintain job safety and incident prevention.
• The HSE Manager (and others as required) will be required to attend meetings and collaborate with the broader Company team to progress initiatives as the Company may deem necessary from time to time.
• The HSE Manager shall be based in Riyadh and shall be available to the company twenty–four (24) hours per day, seven (7) days per week, to support requirements as needed.
• Development, maintenance and management of new standard operating procedures, training programs, and working documents for new initiatives and work activities.
• Lead, exemplify, and empower the safety culture at the project level with a focus on zero accidents and injuries.
• Implement safety training and onboarding for subcontractors in accordance with the project safety plan and contract requirements.
• Train Project Managers, Area Operation Managers, Airfield Managers, Field Superintendents, Supervisors and other employees as required in the proper implementation of the safety program and training manuals at the project level.
• Drive accountability for, and compliance with, the safety program at the project level.
• Assists the LBS Director of Health & Safety with corporate initiatives and continuous improvement of the H&S program and culture.

Who You Are

Required Qualifications

• Must have a bachelor’s degree or equivalent experience, as well as: Five (5) years of experience as a safety professional for operations & maintenance services, or similar field, five of which include full-time on-site safety experience.
• Successful completion of OSHA 30-Hour Construction Safety and Health or OSHA 500 Construction Outreach Training Course, or ability to complete within 60 days of hire.
• Prior experience in developing and implementing Airfield Safety Program Standard Operating Procedures.
• Demonstrated ability in creating a safe work environment in accordance with local, state, and federal regulations.
• A working knowledge of safety regulations and hazard control measures.
• Aviation Ground Safety experience in KSA or other Middle Eastern countries.
• Familiarity with Aviation Safety equipment required in the performance of Airfield Management, Air Traffic Control and Support Services.
• A demonstrated ability to develop and deliver HSE training.
• Understanding of ISO principles (ISO 9001:45000:2018 Occupational Health and Safety Management Systems; ISO: 19011:2018 (Guidelines for Quality and/or Environmental Management Systems Auditing).
• A demonstrated ability to facilitate incident investigations and effective causal analysis.
• A working knowledge of safety specific hazardous work procedures.
• Physical ability to traverse field environments.
• Must be authorized to work in the US and/or KSA will be authorized by the successful candidate’s start date.
