Learning Partner – Dubai, United Arab Emirates

The Learning Partner will focus on development of employees across the MEAKSA regions, supporting the Head of Talent, Culture & Learning in setting and executing the learning strategy across different markets, supporting HRBPs and HR Managers on progress of key talents. You design and implement learning & development programs for the region, manage the end-to-end HR & Learning development process and support the operations of a Thales Learning Hub for the Middle East, Saudi Arabia and Africa and based in Dubai.

KEY RESPONSIBILITIES:

Job responsibilities include but are not limited to:

• Manage the Thales Learning Hub operations.
• Support the Head of Talent, Culture and Learning in completing the annual learning and development needs analysis, developing the annual training plan and conducting the annual evaluation of training.
• Ensure end to end training delivery process including nomination list , required approvals, learning evaluation, following up or any related process whatever required.
• Record and update all training completion as well as follow-up with manager approval through the Learning Management System.
• Create the quarterly and annual regional reports of training activity.
• Prepare and review the financial training report for back charge to the region to appropriate entities.
• Liaise with selected internal & external training providers/consultants to organize training for the individual or organizational development needs identified. Ensure an end-to-end process for vendor communication & management is in place.
• Communicate information about learning events in a timely and professional manner to ensure the business is kept up to date about learning and development activities.
• Support the design and facilitation of leadership, soft skills development and culture related programs.
• Support the design, roll-out and administration of internal employee engagement programs.
• Proactively support the Head of Talent, Culture & Learning in developing new, long term business partnering relationships with key universities in the regions to enable Thales to have fruitful collaboration on various youth and undergraduate/graduate programs.
• Develop, maintain and communicate training processes and standards adopting industry best practice wherever identified.

SKILLS/EXPERIENCE/EDUCATIONAL QUALIFICATIONS:

• Solid knowledge of HR learning and development practices from training budget planning and monitoring, reporting, learning needs assessment, learning management system use to learning design and delivery.
• Experience creating and managing development/assessment centers.
• Comfortable in generating/analyzing training function reports and dashboards.
• Demonstrated experience of designing & facilitation leadership/soft skills programs.
• Strong project management skills.
• Bachelor Degree in Business Administration, HR or any related discipline.
• Minimum 8-10 years relevant experience.
• L&D, HR qualifications or certifications desirable.
• Excellent project management and organizational skills.
• Effective communication skills with various stakeholders at all levels.
