The Air Operations and Maintenance Manager (AOM) manages the day-to-day services associated with On-the-Job Training (OJT) required to modernize and support the Saudi Arabian Ministry of National Guard (MNG) Aviation Program. The AOM effort is an integral part of the modernization process which covers all elements, missions, and functions of the MNG airfields as well as those requirements needed to support the activities of the Office of the Program Manager (OPM). The ultimate program goal is the development within MNG of the capability to unilaterally initiate and sustain modern military organizations and systems. The AOM oversight of Airfield Operations includes Flight Operations, Air Traffic Control, Aircraft Rescue Fire Fighting, Air Navigational Aid Support, Airfield Services, Logistics and Supply Chain Management, Vehicle/GSE Maintenance, Airfield Management and Maintenance and associated on-the-job training for MNG students.

Your Impact

Although specific duties vary by assignment or contract, typical duties include:

• Coordinate with aircraft crews, air traffic control and various base agencies that provide for safe operation of aircraft in the airfield environment and through national and international airspace
• Provide Notice to Air Missions (NOTAMs), local airfield and navigational status, weather information and flight following services
• Direct, assist and provide aircrews with information and services to accomplish operation activities relating to airfield management and flight planning
• Coordinate with other agencies to meet aircrew requirements for training, refueling, and general aviation support including aircraft maintenance
• Performs and supervises airfield management activities and oversees equipment and material within assigned area of responsibility
• Provide oversight for on-the-job training for host nation personnel working alongside the Base Operations and Transient Alert personnel.
• Attend Company and MNG Airfield-related meetings and training as required. Plans and oversees the execution of any additional services requested by the customer (i.e., Airfield projects, UAS operations, FARP operations etc.)
• Assist the Program Manager and MNG to the maximum extent possible within the scope of the Contract; work with the Contract Officer Representative (COR) and management to address related tasks accordingly
• Assist in the development, implementation and conduct of various Aviation Support Activities School Training in accordance with MNG asset Programs of Instruction
• Coordinate all airfield activities with the Contractor Airfield Operations team led by a Program Manager
• Perform other qualified duties as assigned

Required Qualifications

• Must have computer skills and be able to operate a variety of computer programs.
• Must be able to speak, read and write English fluently
• Must maintain a valid passport from their home country with validity for 12 months from on-site employment date
• Must satisfy and maintain CENTCOM MOD-16 medical requirements to include COVID-19 vaccinations if required by the client
• Must be able to gain and maintain authorized entry onto US military installations.

Additional Required Qualifications

• Knowledge of applicable laws, regulations, instructions, and directives pertaining to airfield planning and design criteria, aircraft operations, and airfield management
• Able to obtain a clearance if required
• Familiarization with AR 95-20 and DCMA 8210.1c. for Airfield Operations
• Knowledge of safety and security regulations, practices, and procedures
• Knowledge of ICAO (International Civil Aviation Organization) and/or United States federal and military air regulations, flight data and NOTAM systems preferred
• Familiar with navigational aids, basic aircraft design characteristics, fundamentals of meteorology, and principles of organization, purpose, operation, and management of airfield operational areas
• Ability to identify, analyze, and translate complex information, make appropriate judgments, and evaluate options concerning airfield operations and maintenance
• Ability to communicate effectively both orally and in writing
• Knowledge of US military operations and contracting support in a contingency environment
• Proficiency in Microsoft Office applications
• Advanced organizational skills, computer literacy, and demonstrated expertise of research methodologies
• Bachelor’s Degree or equivalent experience; Minimum five (5) years of commercial and/or military experience in supervising and overseeing Airfield activities with prior leadership/managerial experience
• Previous experience with runway construction and repair preferred
• Prefer sound civilian/military management background displaying ability to staff, organize, lead, and manage a diverse work force
• Assigned to overseas locations were living and working conditions at assignment location could be remote, with long hours, exposure to weather, dust, and hazardous/harsh conditions
• Ability to travel domestically and internationally
