KBR is looking for a
Subcontracts Administrator
to join our team for an exciting opportunity supporting the USAID NexGen Global Health Supply Chain Program as Integrated Procurement Service Agent (PSA). This is a full-time position based in Dubai, UAE that will accommodate a hybrid remote/office work schedule. The Subcontracts Administrator will work under the direct supervision of the Sr. Procurement and Logistics Manager within the Procurement team and actively participate in the achievement of the PSA objectives, ensuring the services are sourced, ordered and delivered on time to ensure the fulfilment of the clients’ orders.
Essential Duties & Responsibilities
Performs full range of procurement and administration activities associated with procuring various types of services.
Issues requests for proposals, evaluates proposals, negotiates favorable terms with suppliers for the procurement of services and if required goods/supplies.
Effectively prioritizes and executes tasks to ensure accurate and timely processing of subcontracts, consulting agreements, master service agreements, etc.
Tracks completion status and resolves defects and service delivery problems with subcontractors.
Conducts suppliers’ registration, qualification and performance evaluations.
Ensures all tasks are executed to meet or exceed set KPIs.
Ensures procurement execution and maintains subcontract files in compliance with policies, procedures, and business strategy.
Works closely with other functions and the business areas of the PSA (i.e. buyers, warehouse, logistics and quality assurance) to ensure accurate and timely fulfilment of the client orders.
May provide guidance, orientation and training to less experienced team members.
Performs other duties as assigned.
Required Education/Experience
Undergraduate degree from an accredited university, or equivalent work experience in lieu of degree.
Minimum 2 years of experience in procurement and subcontracts execution.
Excellent written and oral English Language and any other foreign language.
Required Skills/Training/Competencies
Successful experience in sourcing, negotiation and procurement of services related to medical and pharmaceutical equipment and consumables.
Previous experience in executing and managing warehouse, logistics and/or freight forwarding subcontracts.
Demonstrated success in developing and fostering relationships with suppliers.
High competency level in use of Microsoft Office (Excel, PowerPoint, Word, as a minimum).
Experience in the use of an ERP.
Deltek/Costpoint experience is preferred.
Ability to work productively in high-paced environment, keeping emotions under control in difficult situations, maintaining positive outlook at work, accepting constructive criticism and learning from it.
