Responsible for planning, managing and resolving customer requests and inquiries related to the operations that occur at a facility which may include facilities planning, design, construction, allocation of offices and furniture, food services, janitorial, landscaping, move services and maintenance or repair activities.

In addition, Facility Operations functions may also include office service activities such as mail services, forms management, reprographics and office supplies. Applies policies, procedures and best practice processes to support facilities management and office services activities. Under broad direction, manages and is accountable for the overall function of the department.

Analyzes and advises employees of administrative and operating policies and procedures. Accountable for budget and develops employees and their skills. Decisions are guided by policies, procedures, and business strategies. Job role has an impact on the business viability through personal contributions. Skills required for this job are typically acquired by completion of an undergraduate degree (preferred, but not essential) and significant experience in the areas outlined below:

Qualifications:

• They should be of professional status with a significant amount of experience managing the operations and maintenance of facilities ideally within the MOD estate.
• They should be appointed as a MOD Authorizing Engineer or Authorized person with a valid certificate in at least one discipline.

Essential:

• The Engineering Manager must have an extensive and thorough understanding of DIO Hard FM standards and tasks and a thorough working knowledge and experience of the MOD’s safe systems of work to JSP 375 Volume 3.
• The Engineering Manager should be experienced on overseas projects and working in austere locations.
• Responsibility for delivering all aspects of Maintenance within the bounds of the existing contract.
• Responsible for ensuring compliance with the Health and Safety at Works Act.
• Commitment of KBR resources deployed to meet contractual requirements.
• Responsible for the performance and conduct of staff under their area of responsibility.
• Responsible for the training and welfare of staff.
• Provide price quotations for specific capabilities as required by the Deployed Project Manager.

Desirable:

• Experience of CDM 2015 regulations.
• Full UK driving license.

General Responsibilities:

o The Engineering Manager supports the Deployed Project Manager and his Deputy with regular on-site interface with the Authorities representatives

o Successful day to day management of all planned and preventative maintenance within the defined areas and within the allocated budgets

o On site Health and Safety ensuring that all plant and services are operated safely, efficiently and economically and that all operations are undertaken in accordance with the Health and Safety at Work Act and KBR H&S Procedures. Ensure acceptance of AP duties relating to all works

o Liaise with Site Leads to ensure that there are sufficient Authorized Persons in theatre at all times to cover all the required disciplines

o Responsible for the effective and efficient management and control of all directly employed labour and contractors providing a service to the establishment

o Check, sign and approve all purchase requisitions and orders raised by the Site Leads in relation to all Response and Remedial Maintenance

o Ensure that all work carried out within their responsibility is performed in accordance with all statutory requirements, is of a high standard in line with the DIO requirements and policies and ensures the best value for money

o Manage an effective service to meet breakdowns and works of an urgent nature both in and outside working hours

o Provide appropriate reports and programmes of building and engineering maintenance for the Facility Manager so that priorities can be determined

o Operate the necessary management systems to ensure performance monitoring and financial control is maintained

o Ensures the necessary training of staff in supervision, management and technical matters

o Deputise for the Deployed Project Manager in their absence in all Hard FM contractual matters.
