Job Purpose
Lead the Quality and Excellence function in ENOC Terminals and STP Segments, executing the Quality and Excellence strategy through a consistent and clear approach to ensure that business segments retain their competitive market positions through customer experience, continuous improvements and seamless operations.
Responsible for implementation of the integrated QHSE Management System including policies, procedures, standards and frameworks to drive organizational performance.
Responsible for deployment and implementation of Operational and Process excellence programs and initiatives in line with international best practices and enabling business process transformation.
Principal Accountabilities
Leading the development, implementation and maintenance of Integrated Management System (IMS) Energy Management System (EnMS) and other applicable international standards within all businesses in Terminals and STP Segments:
• Lead and execute the Quality Strategy and targets to meet business needs of HTL network of Terminals, Distribution, EPCL Refinery, ESTC, DUGAS and other Business units.
• Develop, implement and maintain a documented integrated management system including manuals, procedures, work instructions and records to ensure compliance to requisite international standards.
• Identify, develop, and document all unit wise processes and procedures for activities performed within a business unit and assist in developing required process flowcharts, forms, tables etc. within each business unit.
• Align with Continuous review for all procedures and processes for each business unit and assist in the preparation to achieve ISO certification.
• Facilitate and support Segment and all departments for conducting integrated management system reviews.
• Plan, manage, oversee and conduct integrated management system internal audits.
• Facilitate and support conduct of external audits by certification body.
Additional Principal Accountabilities
Initiate, design, develop, implement and manage Operational Excellence programs:
• Formulate, develop and implement Operational Excellence – OE framework, enable governance, strategies, plans and processes across HTL Terminals, Distribution and other Business Units of STP Segment.
• Oversee OE implementation and maturity development including strategic interventions and required.
• Support Senior Leadership and Business Managers to integrate and execute OE into their business improvement plans, objectives and targets.
• Formulate and implement operational dashboard with KPIs for driving and improving key operational performance.
• Oversee functions and activities of Business Unit OE and Quality Leads.
• Drive improvements in customer engagement processes including overseeing of quality incidents and resolutions.
• Collect and analyse data on customer service standards and customer perceptions, establish benchmarking standards for Terminals and STP Segments Business Units.
• Initiate, design, develop Customer Satisfaction Survey for Terminals and STP Business Units and assist in conducting, analysing and measuring customer satisfaction surveys through internal or external consultants to meet customer’s needs, expectations and requirements.
Experience
• Bachelor’s degree in Engineering or equivalent from a reputed institute / university
• Qualification in Quality Management / Business Excellence desirable
• Internal auditor qualifications in Quality/ Environment/ Occupational Health & Safety management systems
• At least 12 years’ work experience in a Petroleum Refinery, Chemical Industry Operations or Quality Administration or a similar role.
