Emirates Nature-WWF Hiring for Request for Proposals – Construction Contractor Job at Dubai Full Time

Emirates Nature-WWF is currently working to renovate a partially functional Falaj and construct a Heritage Trail adjacent to several farms in Al Bithnah area of the Emirate of Fujairah. We are looking to engage a Construction Contractor, who can design, plan, and execute all the construction work of the Falaj renovation and Heritage Trail.

Details of the Project:

01.Al Bithnah Falaj:

For millennia, the Falaj system has been used to transport water from a source to agriculture fields for irrigation. Falaj are constructed in such a way that water flows with gravitational pull and does not require an external energy source. Al Bithnah Falaj is partially functional, and our aim is to renovate it to make it fully functional for more efficient flood irrigation of the farms. Total length of the falaj is approximately 0.9 km. The red line on the map depicts the falaj channel (Ref Pic: Proposed Map 01).

Below are core components of the Falaj Renovation:

• Levelling & cleaning: First task will be cleaning and levelling the main Falaj channel and its surrounding area. Levelling should be in such a way that water flows in the falaj channel with gravitational pull without any obstruction.
• Cementing Falaj channels: Full length (0.9 km) of falaj channel should be properly cemented with such a durable concrete that water flows smoothly in it without damaging the cemented layers. There should be no leakage from the channels (Ref: Picture 01).
• Walls of the Falaj Channels: The outer walls of the Falaj channels should be made with cement and stones so that it gives aesthetic and natural value (Ref: Picture 02).
• Falaj gates: There will be several outlet gates in the falaj channel. Those gates should be designed in such a way that they can be opened and closed easily and there should be no leakage once the gates are closed. The total number and exact placement will be coordinated with local farmers and EN-WWF (Ref: Picture 03).

02.Heritage Trail:

The Hiking trail will be a foot path passing along the farms and falaj starting from the westfacing entrance of the fort and will loop to the recently constructed Nature trail near the graveyard. Total length of the Heritage trail will be 1 km. The yellow line on the map is the Heritage trail (Ref: Proposed Map 01).

Below are the core components of the heritage trail implementation:

• The Path: The proposed heritage trail will start at the west-facing entrance gate of Al Bithnah Fort, run along the Falaj and continue, ending up at the already constructed Nature trail (yellow line in the map).
• Levelling and Cleaning: The area below the Fort and near the water storage reservoir should be first cleaned and levelled properly. All the weeds and bushes should be removed, and sharp branches of the trees should be trimmed to prevent harm to visitors.
• Rearranging the Water pipes: There are a lot of water pipes in and around the farm areas and Falaj which are normally used to supply the water from the water tank to the farms. These pipes are currently arranged in a haphazard way which is negatively effecting the natural landscape of the site. These pipes should be properly organized in a gallery and single loop, and any pipes which are not in use should to be removed from the site.
• Stairs: Stairs of 1m width to be constructed from the west-facing entrance gate of Al Bithnah Fort down to the beginning of the falaj channel near the wadi. The staircase will be constructed with natural stones and cement to give a natural look consistent with the surrounding environment (Ref: Picture 04).
• Resting area: A resting area to be constructed below the fort with cement and natural stone flooring. A Few seating areas (benches) to be constructed with natural stones & cement under the shaded areas of the trees factoring in the sun angle at different times of day.
• The Trail: The whole trail starting from the west-facing entrance gate of the fort until the joining point to the Nature trail to be constructed with cement and natural stones. At some points Falaj channels are higher from ground level so the trail should also be constructed at the same higher level as falaj channel. A safety railing 1m in height to be constructed along the trail where the trail is higher above ground for the safety of visitors. Trail should be constructed with durable material so that it can sustain the severe flash floods as the trail will run along the main wadi (Ref: Picture 05).

Environment, Health and Safety (EHS) Protocols:

Below EHS protocols should be strictly followed:

• Company should have a robust EHS policy and protocols in place and should implement a EHS plan during the project.
• As the project is in a wilderness area, all work should be done with minimum disturbance to the surrounding environment. The EHS plan should identify any potential risks along with appropriate management and mitigation measures.
• All construction waste, material and machinery should be carefully handled so that there is no damage to the surrounding environment (EHS plan to address waste management).
• Construction waste should not be left on site and should be disposed-off as per local authority’s rules and regulations. As much as possible, recycling and reusing should be followed throughout the construction phase.
• Trail should be designed in such a way that it can survive flash floods and heavy rain, as the trails are in mountainous area prone to erosion from precipitation.
• Trail construction should be performed in such a technique and style that resembles the natural landscape.
• No disturbance whatsoever should be made to the nearby, marked archaeological sites.

Emirates Nature-WWF Volunteers Involvement:

As Emirates Nature-WWF is offering a range of volunteer programmes, volunteers will be involved in support of certain activities related to the falaj renovation and of trail. It will be the responsibility of the contractor to prepare a plan of activities to involve volunteers in the construction of the trails. This should include low-risk tasks which can be performed easily by volunteers while adhering to the EHS Plan. The Contractor will also be responsible to monitor and support the work of volunteers. Emirates Nature staff will provide additional support and supervision to the volunteers.

Required Information to be included in Proposal:

We will require the following documents and information related to your company:

• Quotation detailing the cost of falaj renovation and heritage trail separately along with a breakdown of main work packages required to complete the plan/design of the trail.
• Timeline for the execution of the project mentioning expected start date and end date.
• Description of professional expertise and experience in similar projects.
• Number of support staff, EHS employees and leadership/supervisors that will be involved in the project.
• Number of years in related business and EHS performance.
• Experience in providing similar services to other Organizations and/or Companies.
• A robust EHS policy and relevant protocols should be in place and should be provided at the RFP stage to demonstrate capacity of the contractor to undertake such work.

Contract Deliverables:

• Detailed design of the Falaj renovation.
• Detailed design of the Heritage trail.
• Construction & renovation of 0.9 km of Falaj channel with cement and natural stones.
• Construction of 1 km of Heritage trail with cement and natural stones.
• A staircase starting from west-facing entrance of fort down to wadi.
• Resting area below the fort with cement and natural stone flooring along with a few seating areas (benches).

Deadline for application:

The RFP is dated April 5th, 2022. Proposals are due by April 25th, 2022. Proposals will be evaluated immediately thereafter. During this time, we may require interviews at our office or by phone with our evaluation team.

We are aiming to initiate the construction work in first week of May 2022, with deadline of completion of work in two months.

Data Ownership:

Data, information, and pictures collected during the project remain the property of Emirates NatureWWF and must be remitted to Emirates Nature-WWF at the end of the assignment.

Place of work:

The site is in Al Bithnah (Wadi Ham) of Fujairah Emirate (United Arab Emirates), 18 km from Fujairah town on Masafi Fujairah highway E89.
