The Medical Operations role Gulf, serves to support various aspects of the medical operations which includes and may not be limited to driving high-value operational activities, with a focus on excellence in execution (strategy, processes, compliance/governance, communications) while leveraging Worldwide Medical Operations (WWM Ops) Services & Resources and collaborating closely with the WWM Ops Network, to drive effective implementation and local/regional adoption with Gulf, of key WWM Ops initiatives.
The Medical Operations role in Gulf will have accountability for the following:
Medical Operations: Support Medical Operations to include External Engagements/Congresses, Sponsorships, Grants/Corporate Giving, Medical Research IIT/SRA/Real-World Evidence (RWE) activities and logistical support to Patient Support Programmes (PSPs) in Multiple Sclerosis (MS), Spinal Muscular Atrophy (SMA) and Alzheimer’s Disease (AD), partnering with the 3rd party service providers as appropriate
Process Optimisation: Support programmes focused on continuous process improvement, driving sustainable operational efficiencies, ensuring the effective use of systems/technologies and optimizing the organizational structure, to advance Gulf Medical strategies in a compliant manner
Medical Governance: Support the development and implementation of governance structure(s)/procedures that are aligned with the Worldwide Medical Value model and Biogen’s core values, to support a culture of quality, compliance, and continuous improvement
Vendor Selection: Liaise and work with cross functional teams and regional medical affairs for selection of appropriate third party vendors in preparation, review and finalization of contracts and related documents
This individual will work closely with Gulf and MART Medical leadership Teams, together with the MART Regional Medical Operations Lead, to align on strategic priorities at local and regional levels within Gulf. He/she will support and implement cross-functional process owner networks, ensuring ownership and multi-layered accountability and with partners in, commercial, Market Access, finance, Legal & Compliance, to create firm linkages to essential functions.
This role will be based in the regional office in Dubai HQ, UAE and report to the Gulf Head of Medical Affairs
Key Activities:
- Lead and execute day to day operations of the Gulf Medical function
- Oversees and support the governance for Gulf Medical organization to support a culture of quality, compliance, and continuous improvement
- Support medical performance reports (MSL dashboards, KPIs) for distribution within Gulf/MART
- Support Medical data generation initiatives including Investigator Initiated Trials (IIT), Sponsored Research Agreements (SRA), and Real-World Evidence (RWE)/patient registries within Gulf
- Facilitate the Grants, Corporate Giving, and Sponsorships function, including governance and process management
- Supports external engagements operations including Congress readiness, Advisory Board management, and Key Medical Expert (KME) management KPIs by fully leveraging local and WM Ops Services (Contracting, Meeting Execution Support, standards)
- Supports the Patient Services & Solutions (PSS) functions where appropriate, including Patient Support Programmes (PSPs) governance, process management and liaison with external vendors (where appropriate)
- Responsible for Financial oversight by updating the Medical budget tracker for Gulf (AOP + forecasts), and driving budget discipline amongst teams
- Support audit readiness of Medical functions in Gulf, in collaboration with Compliance and Standards & Governance and have oversight of progress on Medical-related remediation measures
- Support Gulf Medical Head in preparations for Gulf Leadership meetings
- Assist in the launch readiness of new products (planning and tracking) and support launch excellence where essential
- Continually identifies and executes process improvements to enable business performance

Qualifications
Minimum Requirements
- 3-5 years of experience in the pharmaceutical, biotechnology, or other GMP compliant industry
- Experience in Medical/scientific
- Experience in interfacing with and collaborating with cross-functional teams
- Experience in project management, including developing and/or evaluating feasibility for projects, while accounting for technical and business needs
- Experience in finance and long-range planning experience is preferred
Technical Competencies:
- Well versed with various computer skills (Microsoft etc.) and project management
- Ability to work in a cross-functional matrix and in a fast-paced environment
- Drive for results, sense of urgency coupled with an ability to prioritize
- Effective communicator across various levels of the organization
