ROLE SUMMARY
AstraZeneca is accelerating the expansion of our geographical footprint in rare diseases following the acquisition of Alexion in 2021. Rare diseases are a high-growth therapy area with rapid innovation and significant unmet medical need. Over 7,000 rare diseases are known today – yet less than 1% of them have an approved treatment.
As we begin to build our position as a Rare Disease leader, we seek a Rare Diseases GCC Market Access and Diagnostics Head to join our Rare Disease Team in Dubai. The Market Access Head is a full-time position, providing a single point of contact for the designated Disease Area community within AZ in the cluster and lead the following:
Lead AstraZeneca Rare Disease activities in the Market Access & Government Affairs environment across the GCC markets together with the Diagnostics strategies & following up on execution and managing the Rare Disease market access & diagnostics teams in GCC.
Establish strategic partnerships with Health Authorities across GCC countries through strategic health initiatives.
Working with regional, above market and international teams to define local strategies for MA & Diagnostics in the GCC.
Drives product pricing analysis and recommendation by analysing competitive products and pricing, ensuring alignment with brand value proposition, understanding customer groups (patients and physicians), collaborating with Managed Markets and Contracting Strategy.
Develop strategic and long-term partnerships with relevant rare disease stakeholders and decision makers in the complex rare disease ecosystem.
Role is based on Dubai and reporting directly to the Rare Disease Business Unit Director.
What you’ll do
Communicate changes/trends and provide solutions to challenges arising in the market access field and their likely impact on the AstraZeneca portfolio.
Develop market access strategies for new product launches and manage market access for life cycle management projects of existing portfolio.
Provide recommendation & suggested solutions to AstraZeneca short term & long-term strategies based on a good understanding of business implications related to the current healthcare delivery/access/finance environment across the GCC.
Understand the implications our portfolio will have on the wider healthcare environment and the impact the changing healthcare environment will have on our portfolio.
Identify the optimal – approach, reimbursement, and commercial model for the product portfolio in the context of the wider health economy and reimbursement system at account and national payer level.
Lead and manage efforts to analyse and develop/implement recommendations and strategies regarding policy and pricing/reimbursement issues impacting Alexion’s portfolio.
Identify process-related and price negotiation hurdles to product launch and uptake. Propose and implement plans to address / overcome these barriers.
Identify gaps and risks which may impact treatment continuity and access process (stock issues, budget limitations, import challenges).
Lead formulary listing processes & brand expansion accessibility plans, through KAMs to ensure effective communication with marketing, medical and sales functions.
Integrate clinical, pharmaco-economics and other relevant data into impactful localized value-added propositions for the AstraZeneca portfolio.
Understand priorities of stakeholders, identify partnership/ Market opportunities & identify opportunities and threats to AZ business and provide deliverable solutions & recommendations.
Map out diagnostics capabilities in GCC, identify gaps, network with local, regional, and international labs.
Improve samples turnaround time (TAT) to accelerate diagnosis.
Support building local diagnostic capabilities in GCC including technology transfer.
Develop the team capabilities for future leadership roles.
Work with cross functional teams to develop market access short term tactics & long-term strategies for the life cycle management of AZ portfolio.
Monitor’s environment and practices for shifts in trends or behaviours, interprets likely impact and suggests appropriate actions/ recommendations.
Support budgets and manage resources.
People & Performance Management:
Drive the development of GCC MA team to enhance skills and advance to higher career level (including future Manager).
Assess individual and team progress toward goals, and coach to improve.
Identify early and accelerate the development of top talent and provide appropriate development opportunities for future career progression (succession planning).
Demonstrate understanding of the career path and have a career dialogue with his / her team, managing expectations as needed and clarifying development potential and actions required.
Work with individual managers to establish appropriate and challenging goals for each territory/account.
Make informed business decisions by analyzing decision impact, risks, and coaches the team on how to make effective trade-off decisions for maximum return.

Ensure that all conducted activities are done in accordance with local legislation and corporate standards.
Timely report (as per respective procedures): health/environment/wellbeing related accidents; adverse events that you became aware about; change in status of your Conflict of Interest.
Essential for the role
Bachelor’s Degree in Pharmacy or equivalent.
10 years + of significant experience in pharmaceutical or healthcare industry
5+ years of solid experience in Market Access in the pharmaceutical or healthcare industry
Previous rare disease, Oncology and/or Speciality experience with the drive to continually build individual knowledge over time.
In-depth knowledge of the regulatory and legislative processes
Comprehensive understanding of the impact of public policy and political influences on coverage, payment, and regulatory decisions
Proven record of adding products to institutions and MOH formularies.
Experience in many institutions and sectors across the country/countries of responsibilities
Deep market understanding to identify and address gaps and risks.
Knowledge of local pharmaceutical regulations.
People management experience.
GCC market experience.
Leadership & autonomy to initiate & execute responsibility under minimum guidance.
Effective analytical thinking, problem solving and decision making.
Desirable for the role
MPH, MBA, or equivalent
Area management experience
Understanding of brands and competitor products
