Responsible for Preparation, Submission & Negotiation of Techno-commercial Proposals / Bids against RFQs/RFIs and win Tenders/Projects as per Company’s Mission & Vision.
Responsible for the Cost Estimation Function of the Company and Maintenance of Cost Indices & Cost Database of the Company.
Support the Business Development Function of the Company.
Assist the Bid Manager for all assigned deliverables.
Business Development Function:
Preparing, Organizing & Maintaining Company Profile and Pre-Qualification Documents and Database. Issuance to Clients & Partners as necessary.
Track & Maintain New & Ongoing Tenders across the operating region and float enquiries to receive RFI/RFQs.
Develop and maintain collaborative business relationships with Clients, Partners, Vendors & Consultants.
Represent the Company in all industry seminars, webinars and business forums.
Participates in the Company’s Business Strategy Development.
Business Intelligence gathering and analysis.
Estimation & Proposals Function:
Review and Distribution of Tender/ITT/RFQ/RFI Documents to all necessary Stakeholders. Ensure completeness of all documents.
Manage the BID-NO BID Decision Making Process.
Develop, execute and monitor the BID Strategy for all Tenders and coordinate with all stakeholders to implement the BID Strategy successfully.
Arrange & chair the Bid Kick off Meeting. Elaborate on the deadlines & requirements from each stakeholder.
Coordinate to receive inputs from all departments including engineering, construction, planning and scheduling, operations, procurement, contracts and commercial, HSE, QAQC and other appropriate departments.
Chair & Manage Bid Review Meetings periodically.
Coordinate with Operations Department to develop the necessary procedures, execution plans and any other technical document. Prepare plans wherever possible.
Development of Tender Stage Schedules & Resource Histograms.
Prepare RFQs and share related documents with procurement department to obtain quotes from various subcontractors or 3rd party vendors & suppliers.
1st principle & Activity Based Cost Estimation of Engineering, Procurement & Construction Functions of Tenders. Prepare Cost Summary Sheets for executive review committee presentations.
Develop, Maintain & Update Cost Estimate Databases for the Company.
Development of BOQs & Cost Plans.
Preparation of Techno-Commercial Basis of Offer to state our Assumptions, exclusions & considerations. Preparation & Submission of complete Techno-commercial Proposals to Clients.
Manage Tender Clarification Process and Tender Negotiation & Qualification Process with Clients.
Continuous follow-up on submitted Tenders and alert Management as and when necessary.
Prepare weekly / monthly progress reports to assist Management in decision making.
Handover of all relevant tender documentation to Projects and Contracts teams after award of contract and preparation of necessary documentation for KOM/project start-up meetings.
Collect customer’s feedback. Prepare Lessons Learnt Reports to improve process.
Manage and maintain marketing data, price benchmarking, in keeping with company over all systems and procedures.
