Policies, Systems, Processes & Procedures

• Recommend improvements to ERM policies and methodologies and participate in the implementation of instructions and controls covering a specific area of ERM policies, methodologies, and awareness activity so that all relevant procedural/legislative requirements are fulfilled.
• Analyse, review, and conduct continuous improvement of risk assessment and management policies, tools, methodologies, and control mechanisms, in liaison with internal business functions to identify gaps in awareness and highlighting the need for remediation while assisting in the conducting/coordinating of training to facilitate effective implementation of the risk governance framework across GCAA.

Quality, Health, Safety, & Environment

• Assure compliance to all relevant quality, health, safety and environmental management policies, procedures, and controls to guarantee employee safety, legislative compliance, delivery of high-quality services and a responsible environmental attitude.

Enterprise Risk Management

• Design, develop, seek approval, and implement day-to-day functions related to creating and implementation of ERM plans and programmes in order to support the effective implementation of ERM framework across GCAA in alignment with government standards and regulations.
• Provide specialist knowledge in the definition of Enterprise Risk Management KPIs and monitor its achievement in order to make the necessary recommendations for corrective action.
• Analyse, review, develop and implement risk models in accord with defined government standards, GCAA’s ERM framework and business requirement to facilitate effective implementation of the risk governance framework across GCAA.
• Conduct, facilitate and manage the periodic risk assessments ensuring that results are reported accurately to Senior Management and to the internal Audit committee.
• Plan and facilitate periodic workshops with the business to monitor and determine the status of the mitigation actions.
• Provide ERM specialist knowledge to GCAA business units to conduct hazard identification and risk management to enhance Enterprise Risk Management performance.
• Review Enterprise Risk Management issues, trends, data, and reports sourced from the UAE aviation industry, the Air Accident Investigation department, and identify risks and mitigation actions.
• Manage the coordination with the various functions/ units and conducting of trainings to enhance awareness of ERM and facilitate the establishment of a risk management culture across GCAA.

Risk Reporting

• Conduct the development, dissemination, follow up of reports and dashboards and assure they are filed appropriately ensuring adherence to defined procedures, government regulations and quality standards.
• Oversee the collection and maintenance of an up-to-date risk database for GCAA ensuring timely availability of comprehensive information for effective management decision making.
• Compile the Corporate Risk register and monitor the mitigation action plans, risk tolerance levels and KPIs and report exceptions to Management for further action.

Communication

• Develop promotion materials on ERM in order to provide support in creating and sustaining a culture supporting effective Enterprise Risk Management in line with the organisational and government mandates.
• Communicate and coordinate with the functional areas concerned to establish and recommend risk management tolerances and other Enterprise Risk Management recommendations.
• Carry out the provision of structured response to civil aviation sector’s emergency, crisis, or disaster situations by collecting information, coordinating media communication strategies, and ensuring communication process is followed during and after the mitigation plan implementation as directed by the management.
• Arrange and participate in Aviation Industry Enterprise Risk Management events and other related studies in coordination with concerned units in order to represent the department in various activities and risk mitigation planning.

State Enterprise Risk Management Program

• Provide support in the preparation and update of approved changes to the State Enterprise Risk Management Program to ensure that all revisions are properly recorded and relayed to all departments concerned.

Continuous Improvement

• Contribute to the identification of opportunities for continuous improvement of section systems, processes, and practices taking into account ‘international best practice’, improvement of business processes, cost reduction, and productivity improvement.

Reporting

• Ensure that all functional reports are prepared timely and accurately and meet GCAA requirements and quality standards.

Health, Safety and Environment within GCAA

• Ensure compliance with all relevant health, safety, quality and environmental management procedures and controls to guarantee employee safety, legislative compliance, delivery of high-quality products/services and a responsible environmental attitude as per IMS available standards.

Knowledge and Experiences:

• Bachelor’s degree in Aviation or bachelor’s degree from a recognized institution in a relevant field of study.
• Minimum of 7 years’ experience in Enterprise Risk Management field within the aviation sector.
• Ability to develop aviation Enterprise Risk Management reports, posters, videos, and training material.
• Familiarity with UAE Civil Aviation Laws and GCAA regulations and their applications.
• Familiarity with the relevant NCEMA Annexes and regulations.
• Ability to perform Enterprise Risk Management inquiry or investigation initiated by GCAA.
• Ability to write Enterprise Risk Management Briefing notes or related articles for GCAA senior management.
• Ability to make Enterprise Risk Management recommendations, resolve issues and prepare associated correspondence for stakeholders.
• Ability to lead any Enterprise Risk Management related projects.
• Ability to speak read and write in English. Basic knowledge of Arabic.
• Good knowledge of computer uses and basic computer application packages.
• General knowledge of Enterprise Risk Management data management.
• Good knowledge of inspection, surveillance and audit techniques and principles.
• Good knowledge of technical report writing.
• Good interpersonal and communication skills.
