Overview:
Responsible for contract management/administration activities for all assigned contract actions supported by the Contracts Department in the Middle East Office located in Dubai. Manages one or more moderately complex multi-million-dollar contracts. Responsible for responding to Requests for Proposals (RFPs), negotiating change orders, reviewing and submitting contract deliverables, guiding customer change requests, and overseeing contract administration tasks associated with the assigned contract(s). Provides knowledge to the team on government regulations and is the initial and primary point of contract for all contractual communications with the customer, DCMAO, DCAA audit, and Corporate Contracts and/or Legal Department.
Responsible for all oral and written representations regarding assigned contract matters. Under the direction of their supervisor, assists in ensuring contracts are in compliance with contract requirements, corporate policies and directives, legal decisions and opinions, and all FAR and agency specific guidelines. Identifies and resolves complex issues by exercising sound reasoning skills, knowledge of contracts, and ethical judgment within broadly defined practices and policies.
Responsibilities:

Provides pre and post award administration of a variety of contract types, including CPAF, FFP, FPAF, T&M, LH, IDIQ, BPA and BOA’s, etc.
Performs external customer liaison activities to include attendance at customer meetings, correspondence both verbal and written with customer personnel, and leading meetings with internal and external customers.
Makes recommendations to management to execute contractual documents such as modifications, Memorandum of Agreements, Administrative Change Letters, and Letters of Technical Direction. Reviews such contractual documents to identify scope and clause changes, funding or contract value changes, and provides input to support any risk associated with acceptance of modifications.
Supports program teams to prepare and route risk documentation paperwork when contracts have not been finalized or during a funding shortfall while adequately determining and documenting the risk level to the corporation.
Develops and works with internal customers to create and process notification letters to customers involving scope changes, limitation of cost and funds, operational issues, and requests for assistance.
Involved in review of proposal documents in support of government RFPs. Also provides recommendation for changes to proposals and verifies compliance with the government’s request. At times, involved in creation of proposal documentation
Manages all required data calls and inputs, as required.
Ensures comprehensive reviews of written material IAW good business practices, and both Company and Program policies and procedures.
Maintains strict compliance with company policies and procedures relating to Business Ethics and Code of Conduct, in addition to the specific procurement regulations procedures established by the Federal Government and the Company.
Reviews contracts deliverable requirements to the customer and provides recommended changes. Submits contracts deliverable requirements to the customer when necessary.
Performs related duties necessary to carry out assignments, and to ensure reports, records, etc., are properly maintained and processed; keeps abreast of activities in business developments to ensure competitive quality of proposals.
Builds positive relationships with all corporate departments and operational teams by maintaining excellent internal and external customer service standards.

Qualifications:
Education/Certifications: One-year related experience may be substituted for one year of education, if degree is required.
BS or BA degree, with a major in Finance, Business Administration, Contract Administration or Contract Law preferred.

Experience:
Five (5) years practical experience in proposal coordination and proposal preparation. Previous government proposal experience is beneficial.

Good understanding of government procurement, federal government contracts, regulations, procedures, and government operations in support of Base Operations & Maintenance services.
Demonstrated ability to multitask with numerous high priorities demands in an intense, deadline-driven environment is a must.
