Reporting to the Vice President, Boeing International / Corporate Functions, the incumbent will provide HR support to Boeing locations in the Middle East, Turkey, Africa (META) and Azerbaijan and the central Asian states of Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan as Human Resource Director. The HR Director is responsible for developing and executing People and Talent strategies by closely working with Boeing International and business leadership to drive business outcomes. In addition, this role requires the incumbent to drive integration across the HR function to drive prioritization, simplification, and cultural efforts.

Responsibilities:

• Serves as a member of the International HR leadership team to help develop optimal HR strategy, infrastructure and resources for the region.

• Leads a team of HRGs providing a full spectrum of HR services in a complex regional business environment.

• Develops and executes HR strategies and plans enabling organizational performance, development and growth.

• Translates global business and international HR strategies into regional/country ones and develops the supporting goals and objectives. Validates, communicates and executes goals and objectives.

• Partners closely with the site/country business/function leaders and HR Business Partners and CoEs to understand and influence their business strategies and plans. Develops, maintains and executes on country people plans to ensure business success through people and HR processes.

• Coaches all levels of management on behaviors and techniques to achieve leadership excellence.

• Follows closely with local and regional employment legislation and labor market evolution to ensure compliance and competitiveness of the operations and provides expertise in specialized areas of human resources such as compensation and benefits, workforce and employment, and employee relations and relevant policies, processes and services.

• Counsel leaders on a wide spectrum of matters, including career, training and development opportunities, pay practices, benefit plans, etc.

• Participates in special projects or teams to review and improve current HR policies and processes.

• Represents the business/functions requirements and country specificities during the development and implementation of new or revised global, regional and country-specific human resource strategies, plans and/or policies and processes.

• Drive and influence organizational change efforts and promote a diverse and inclusive culture by supporting company employee initiatives.

• Works with US-based HR organizations to ensure optimum use of available resources, coordination and communication for consistency and efficiency.

• In partnership with HR CoE leadership, manages and develops the country’s HR teams to plan and provide for the administration of various human resource processes.

• Partners with the regional functional teams in driving local and regional initiatives.

Required Skills & Qualifications

• Bachelor’s degree required or higher

• Experience leading a team with diverse statement of work

• A strong natural leadership style that moves people to act, motivates and inspires excellence and innovation

• Demonstrated track record of meeting or exceeding targets goals and strong skills in program execution to schedule and budget

• Proactively and quickly makes sense of complex issues; responds effectively to complex and ambiguous situations; communicates complicated information simply

• Gains others’ trust by demonstrating openness and honesty, behaving consistently, and acting in accordance with moral, ethical, professional, and organizational guidelines

This position allows telecommuting. The selected candidate may be required to work onsite at one of the listed location options.

This requisition is for an international, locally hired position in Dubai, United Arab Emirates or Riyadh, Saudi Arabia.
